from 23 to 24 May 2012 :4th Steering Committee Meeting to be held under the auspices of ECCAS in Libreville
The 4th Steering Committee of the ACP Fish II Programme will be held in Libreville, Gabon, under the patronage of ECCAS, 23 and 24 May. The choice to hold this meeting in Gabon goes into the direction of greater ownership by all permanent members of the Steering Committee and to decentralize decision-making process of the programme. This began with the third Steering Committee held in Gaborone (Botswana) and hosted by SADC.

The Steering Committee provides direction and validates the overall policy and program. In all, eight regional economic organizations (REOs) are among the permanent members: the Economic Community of West African States (ECOWAS), Southern African Development Community (SADC), the Common Market for Eastern and Southern Africa (COMESA), West African Economic and Monetary Union (WAEMU), the Economic Monetary Community of Central African States (CEMAC), Economic Community of Central African States (ECCAS), the Caribbean Community (CARICOM) and finally and finally the Pacific Islands Forum Secretariat (PIFS).
His Excellency Mr.Julien NKogue Bekale, Minister Delegate at the Ministry of Agriculture, Livestock, Fisheries and Rural Development, His Excellency Mr. Nasssour Guelengdouksia Ouaidou, the Secretary General of ECCAS, Her excellency Mrs. Cristina Martins Barreira, Ambassador, Head of Delegation of the European Union in the Gabonese Republic and Mr. Gustavo Miranda, Programme Coordinator of the ACP Fish II are invited to open the event.
A representative of the Directorate General (DG) Development and Cooperation of the European Union and the General Secretariat of the ACP will also be present.
The representatives of ten member states from ECCAS are invited as observers of the Steering Committee in Libreville, namely: the Republic of Angola, the Republic of Burundi, the Republic of Cameroon, Central African Republic, the Republic of Congo, Democratic Republic of Congo, Republic of Gabon, the Republic of Equatorial Guinea, Democratic Republic of Sao Tome & Principe the Republic of Chad.

The fact that ECCAS, which holds COREP as a specialized Fisheries body, is sponsoring the meeting of the Steering Committee stresses the importance of regional coordination of fisheries and justify a second work day- on May the 24th - for a discussion on 'The Role of Regional Economic Organizations and Regional Fishery Bodies in fisheries management'.
Important public and private stakeholders in the fisheries sector in Libreville and media representatives are invited to attend this conference on this theme of importance to fisheries management.
The session will cover a review of institutional structures for regional fisheries management through the regional economic organizations and regional fishery bodies.
The Panel will consider issues arising from the operation and mandates of regional economic organizations and regional fishery bodies and how the shared interests can be best combined to bring sustainable fisheries. In addition, the Panel will identify some of the main institutional characteristics to successfully combine the regional fisheries and regional economic mandates.
